【摘要】:ThispracticeisfortheusebyRMproducersinthedevelopmentandimplementationoftheirqualitysystemandbythoseconcernedwithassessingthecompetenceofRMproducers.ItshouldberecognizedthataRMneedstobecharacterizedmainlytothelevelofaccuracyrequiredforitsintendedpurpose(thatis,appropriatemeasurementuncertainty).TheRMproducershalldescribetheprocedureforestablishingthequalityofmaterialsasacomponentofthequalitysystem.ThispracticeisfortheuseofRMusersintheestablishmentifaRMproducerhasaqualitysystemadequatetoproducehighqualityRMs.ItcanbeusedbyuserstodetermineifthescientificandtechnicalcompetenceofaRMsproducerisadequatetoensurethequalityofRMs.ThispracticeisconsistentwiththerequirementsforRMproducersestablishedinISOGuide34.ThispracticedoesnotspecifyspecificprotocolsforthecontentsofRMscertificatesofanalysis,forcalibrationinanalyticalchemistryanduseofcertifiedRMsandforcertificationofRMs.Forthisinformation,usersarereferredtoPracticeD6362,ISOGuide32,andISOGuide35.1.1Thispracticeestablishesthegeneralrequirementswithwhichareferencematerials(RM)producerhastodemonstratethatitoperates,ifitistoberecognizedascompetenttoproduceRMsusedforwateranalysis.1.2ThispracticeestablishesthequalitysystemrequirementsinaccordancewithwhichwatersRMsshallbeproduced.ItisintendedtobeusedaspartofaRMproducer''sgeneralQAprocedures.RMproducersshalldefinetheirscopeintermsoftheapplication,themeasurementmethodsusedinthehomogeneity,stabilityandcharacterizationstudies.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
